Carole Reilly is the Director of Services Locality, the national membership network supporting local community organisations to be strong and successful.

She has worked in community development and regeneration for over 25 years. Originally from London she has been working in the Eastern region since 1990. Her career history has developed following personal beliefs in establishing and implementing long-term, sustainable social change.

Carole worked for seven years developing a nationally recognised teenage parent’s project; including housing and education programmes, before moving on to direct a series of programmes of social inclusion for young offenders and excluded young people. These were delivered through the Youth Justice Board, the Youth Offending Team, and national charities.

In her previous role she was the Chief Executive at Great Yarmouth Community Trust, (The Priory Centre) one of the largest Development Trusts in the Eastern region. There she was responsible for turning a large, disused, Grade I listed building into a successful community centre and social enterprise. The Priory had been empty and in a state of serious degradation prior to it’s purchase and renovation. Carole led a team to turn around the building and ensure its long term future as a thriving community hub. More than 200 people use the building on a daily basis, making it one of very few grade one listed buildings in daily secular use.

In her previous role as Head of Neighbourhoods and Housing for Locality Carole managed Locality’s Neighbourhood Planning and Community Right to Build programmes, which support neighbourhoods to become actively involved in the development and regeneration of their communities.

Locality provides specialist advice, peer-learning, resources, and campaigns to create better operating conditions for our members. In her current role as Director of Services Carole is responsible for all of Locality’s Programme and Consultancy work.  She manages a national team delivering services to hundreds of community organisations across England.
