Heritage Lottery Fund London welcomes new Committee Members
Specialist consultants Hilary Carty, Jon Sheaff and Jennifer Ullman, will join the existing four committee members this month.
The HLF Committee for London is made up of leading figures in the heritage sector from across the capital who are chosen for their wide range of experience and local knowledge. Responsible for making decisions on regional applications to the Fund from £50,000 to £2million, the committee is supported by the regional HLF team for London.
Commenting on the new appointments Chair of the London Committee Wesley Kerr said: “Hilary, Jon and Jennifer will strengthen further an already impressive array of heritage expertise at the London Committee. We look forward with enthusiasm to their contributions and the fresh insights they will bring from their respective specialisms.”

They bring a wealth of experience to what is already a very strong team of decision makers. Their wide ranging expertise and strong regional awareness will be of great benefit to both HLF and the heritage of London.”
Hilary Carty
Hilary Carty is an independent coach and consultant specialising in leadership development, management and organisational change. Prior to working independently, Hilary was the Director of the Cultural Leadership Programme, a £22m government investment in excellence in leadership within the UK cultural and creative industries.
Her career to date includes Director, Culture and Education at London 2012, and Director London (Arts) at Arts Council, England, leading the Regional Arts Plan for London and steering the Council’s work on the Olympic and Paralympic Games. Hilary holds an MBA from the University of Westminster, and she has been awarded Honorary Doctorates from De Montfort and Middlesex Universities.
Jon Sheaff
Jon Sheaff is an independent consultant advising local authorities, community organisations and private sector companies on the development of public realm strategy and the implementation of design and management projects. Jon read archaeology and anthropology at Cambridge University and, after 10 years working in the performing arts, re-trained to become a landscape architect.
Jon became a public art commissions manager for the Cardiff Bay Development Corporation and then assumed the leadership of Southwark Council's Parks and Open Spaces department, delivering a £25million programme of public realm capital improvements, including the restoration of Southwark, Peckham Rye and Dulwich Parks and Nunhead Cemetery. Jon left Southwark Council to become a Director of Farrer Huxley Associates.
Jennifer Ullman
Jennifer Ullman is a Landscape Management Consultant, who started her career working in museums and historic houses in the United States. Moving to London in 1990 she completed a degree in Garden Design at the Inchbald School of Design, following which she was appointed Manager of Battersea Park, working for Wandsworth Council. The Park was awarded HLF funding in 1998, and Jennifer went on to manage the award-winning restoration, raising additional funds to achieve a project total of £11.5million.
In 2001, she became a Director, and then Chairman, of the Board of Trustees of Greenspace, then in 2005 she was appointed as Chief Parks Officer by Wandsworth Council with responsibility for more than 40 parks and open spaces. In 2008, Jennifer was appointed as a Trustee of the Royal Botanic Gardens Kew, where she Chairs the Audit and Risk Committee, and sits on the Landscape Masterplan Steering Groups for both RBG, Kew and Wakehurst Place.
HLF funds an amazing array of projects that encompass all aspects of the UK’s rich and diverse heritage. The committee covers the Greater London area.
During the 18-plus years that the HLF has existed, the region has shared over £932million supporting more than 3,000 projects. These range from the restoration of historic buildings, improvements to museums and galleries, makeovers for town parks, purchasing works of art and treasured artefacts, helping to conserve the natural environment, and promoting community involvement in conserving local social histories.
The projects are both large and small ranging from multi-million pound building refurbishments to local youngsters tracing the history of their local town and filming a DVD or producing a play.
Recent highlights around the region from funding awarded by the London Committee include the project to re-open to the public the SS Robin, the world’s oldest complete steamship. The project received a grant of just under £1million.
